Delete ALL network items and
re-install the Network

Sometimes, an error does not make sense anymore, and NOTHING fixes it.
Believe it or not: sometimes the Windows95 network configuration can become corrupted (don't ask me how and I have no idea, on how to determine, whether it is a corruption or not).

Usually, there is no need to re-install the complete Windows, it is often sufficient to delete ALL Network items and then to re-install the Network..

Call up the Network-

Applet in the Control-Panel
and first note your current
settings !

especially the Port-addr and
IRQ/INT for the network
adapter(s)
Then select an item, then
"Remove" it.

I suggest the following
sequence:
- first: the Services
- then: the Clients
- then: the Protocols
- last: the Adapters
Once all items have been
removed, you MUST select
the button "OK" , then reboot
and then start re-installing
the network.

There is no guarantee, that this procedure will fix your problem, but it solved the problem in some cases, where nothing else made sense anymore.
